I said "it increases on battery even if I have laptop_mode enabled". This was due to having firefox open. Without firefox, on battery, with laptop_mode enabled, it only increases very slowly, like it is supposed to do.
However, after plugging in AC again it keeps increasing. This might be the fault of laptop_mode.
