I ran into this same problem with Intrepid, fresh install from the live CD. Looking in "Add/Remove Programs", I can find a given program. Yet, when using quick search in Synaptic and regular search, I only see installed packages. In a previous install, this problem went away after I installed some community-supported software. I have since done a new fresh install and again saw the problem.
