Windows does do that, actually. If it doesn't, it's allowing corruption
to build up which will eventually cause the partition to fail.

What's the make and model of your computer? I'm on an HP Pavilion dv9500
and I have similar symptoms, though I don't think the problem is in
gnome-utils. Upon shutdown, whether from halt(8) or the User Switcher
Applet, the screen goes black. Eventually the system will shut down (I
can tell when it kills ALSA, because the mute button on my laptop goes
from blue to orange) some of the way, and will stall. If the power cord
is plugged in, it will finish shutting down. If not, I have to hold a
key down to get it to halt.

Sporadically, the progress screen will appear, and I can see that it
hangs on the stage, "Waiting for all remaining processes to terminate".
