I also have problems using that. I tried using sudo debconf sh -x /var/lib/dpkg/info/libssl0.9.8.postinst configure 0.9 .8e-5ubuntu3.1
and this is what it told me. debconf: DbDriver "config": /var/cache/debconf/config.dat is locked by another process: Resource temporarily unavailable This is after my computer was restored from No resume image bug that occurred and using startx.
