I am afraid this can be due to hardware problems, disk or memory errors.
Run a file system check, and a memory check (memtest86).

You can try deleting the file above:
 sudo rm /var/cache/apt/archives/python-twisted-web_8.1.0-1_all.deb
and then reinstall it:
 sudo apt-get install --reinstall python-twisted-web

This does not seem to be a bug in the elisa packages.
