You can get the current sources by "apt-get source nautilus" You can then download the patch: "wget -O scrollbars.patch http://launchpadlibrarian.net/21136285/10_scrollbars.patch"; Then cd into the source tree and run: patch -p1 < ../scrollbars.patch
You can also just install the packages from my PPA which just have this patch applied.
