Public bug reported:

Binary package hint: udev

Summary: If udev is stopped you can't launch any graphical terminal
(tested: gnome-terminal, xterm)

Reproduction:
- open a terminal
- type "sudo /etc/init.d/udev stop"
- try to open another terminal

I read that this is caused by the absence of /dev/{shm,pts,console} but
I don't know if this is true.

Why this is a bug to me:
A lowlevel service should not be a requirement for something like a graphical
terminal. I can't see any good reason, why these device nodes (if they are
needed) are not created statically at boot time.

** Affects: udev (Ubuntu)
     Importance: Undecided
         Status: New
