Good question. The change is definitely effective immediately for the code in the git repository as of yesterday -- you don't need to wait for any updated license headers or anything like that. I believe the permission is also sufficient to cover the files starting on the day that SGI made the licensing change back in September, but if it's really important to you I think you should double-check that with upstream.
