yes, 4 of the 4 ubuntu 8.04 computers that I maintain have this problem.
by commenting out the ldap uri in /etc/ldap.conf, gdmsetup works again.

- apt-get install libnss-ldap libpam-ldap
(configure compu as LDAP client)
- $ sudo gdmsetup (will hang forever)
- edit /etc/ldap.conf and remove reference to LDAP server
- $ sudo gdmsetup will work fine
