I have en_GB and couldn't reproduce the bug. I tried between irssi and xchat
$ apt-cache policy irssi

Does this still occur? Do you know if it's related to the irssi package?
Can you post the output of the command:
apt-cache policy irssi gnome-terminal
Can you try with Ubuntu 8.10 intrepid ibex or with the release in
development, Ubuntu 9.04 jaunty?
