This looks like that after hybernation the USB does not get set up correctly, so either the hibernation scripts or the kernel seem to have a problem.
Can you do lsmod | grep usb before and after the hibernation. To see whether there is perhaps a problem with HPLIP, can you also try to kill any hpssd process after the hibernation? Do "ps auxwww | grep hpssd" and then do "sudo kill -9 <process number>".
