xl2tpd does not start new pppN just after boot.
/etc/init.d/xl2tpd restart solves this (new pppN in this case appears too 
quickly, usually it takes a while, but after this operation new pppN appears 
immediately - if I make another restart, xl2tp go through at least 10 messages 
"CHAP authentication failed ....")
