The bug is certainly still present because this code hasn't changed. I
don't see that it's useful to set confirmed bugs back to 'incomplete'
just because they're old - there's nothing incomplete in the report, and
it shouldn't be discarded based on whether the submitter has time to
reply to pings.
I'm actually not sure if this should be considered a bug at all, but it
at least is not "incomplete".
