I am able to confirm this bug in Xubuntu Jaunty 9.04 (Development Version).
Using a standard install with no changes to themes or icons, I have no icon in:
Applications -> Settings -> Settings Manager . The entry 'Synaptics settings'
is present, however.
Since this bug has enough information provided for a developer to begin
work, I'm going to mark it as confirmed and let them handle it from
here. Thanks for taking the time to make Ubuntu better!
