Have you tried this with Edgy?  It sounds like udev events aren't being
generated for your card when it is already installed in your system.
Can you also attach the output of "lspci -v"?

  Hi I have a notebook compaq armada 1700 266MHZ 160mem
  while booting the network is not setting up. using card xircom 
ethernet/modem. when i replace this card then the pcmcia start working. So 
everytime after boot the machine i need to replace the pcmcia card, it cannot 
keep these settings while booting.

  Note: the original reporter indicated the bug was in package 'kernel-
  pcmcia-modules-2.4-386'; however, that package was not published in
  Ubuntu.
