I encountered this problem recently. Displayed Cpu usage values are over 1100% regularly, which, I persume, are slighly erroneous ;-) Strange thing though is that my desktop system is not affected but my laptop definitely is.
Both are running Ubuntu Intrepid Ibex 8.10 only differences info: Desktop (P4 model 640/3.2GHz HT enabeled Intel 915P): backports enabled. Laptop (Mobile P4/3.06GHz model 532 HT enabeled Intel 865PE) : "MP-BIOS BUG 8254 timer not connected - use noapic option to boot" during boot.
