This is NOT fixed at least on a T60p (my T60p bug was duped to this one), with Dapper security updates including 2.6.15-26.
On hitting suspend, the flashing "moon" indicator appears, and the system appears to suspend, with the LCD switching off. However, it soon switches back on, and goes to the Ubuntu login prompt (as if X has been restarted).
