I don't see this bug as harmless. From reading the warning, it sounds
like it is reporting a problem which should be resolved.  Because it
looks like there is a real problem, at least two bugs have been filed in
Launchpad about it, and others have probably spend time looking for the
"fix" as well. This wastes the time of users and is a poor user
experience.

I think the message should only appear at a "debug" or "info" level, or
it should be reworded to be clear that it is reporting only that there
*may* be a problem, like:

 "nscd" could be not launched. DNS lookups will not be cached.
