Lupine: I installed a fresh 8.10 and fully updated it. The behaviour
described in this bug is exactly as described. Perhaps it relies on
something else you have installed.
I particularly wanted to use the custom menu ("Menu Bar") - the main
menu that is there as a standard feature is fine.
