So how come /usr/lib/man-db/man didn't exist? Those files are in the
man-db package, and it shouldn't be possible for them to be missing at
this point if dpkg and your system are functioning correctly.

The fact that you're seeing a segmentation fault from dpkg is very bad
news. It looks to me as if you have some kind of hardware problem which
just happens to be showing up in this way; I would advise starting by
giving memtest86+ a good long run, and checking whether your hard disk
is dying (perhaps with smartctl).

I'm going to close this bug for now, as I don't think this can be a bug
in the man-db package itself - it's just a victim of some other problem.
If you can't resolve this in any other way, feel free to reopen with the
results of your investigations.
