Public bug reported:
The acpi_cpufreq module doesn't take niceness into account. This makes
BOINC processes cause a lot of CPU activity. The BOINC processes are
nice -19, which in Intrepid caused the processor to stay at the lowest
frequency. In Jaunty (for some reason), this is no longer the case.
Having what is supposed to be a background process use so much CPU is
bad, as it can slow things down a lot.
