Verify that visual effects are turned off. Open "System --> Preferences --> Appearance" Select the "visual effects" tab. Verify visual effects are set to "off" Mouse over the window controls in the upper right corner at the end of the title bar, and move the mouse around over these controls. Then, change the visual effects from "off" to "normal". Repeat the mouse-over as described before.
