as best as I can tell 3 steps are needed

1. remove/reload the module (or use RESUME_MODULES workaround)
2. restart wpa_supplicant (needs to be done manually since it doesn't restart 
after running killall)

The above leaves wifi successfully connected to the AP, but the routing
table is missing the default route,

3. Add default route
