While packaging could be improved slighlty and there is a char
signedness issue on non-arm arches, it's a relatively trivial package
and I'm find with its promotion.

qcontrol's udeb is required for d-i to build its orion5x image
successfully.
All of its dependencies are already in main. It is available in jaunty
for the ARM architecture.
The package is relatively simple, with active maintenance on the Debian
- side from Francs Pop, no Ubuntu diff and no outstanding bugs.
