The described problem persists with Ubuntu 8.10 and Pidgin 2.5.2.

step-by-step:
- Un-tick the following options:  "Show -> Offline Budies" and (!!) "Show -> 
Empty Groups".
- For a group ensure there are contacts that are "Show when offline".
- Restart Pidgin. For the test it is needed to have at least one of the marked 
contacts really off-line.
- Result: when Pidgin starts, the "Show when offline" contact which are 
currently off-line don't show, until tick and then un-tick the "Show -> Offline 
Buddies" option.
The expected behavior is to show the buddies marked as "Show when offline" 
contacts after Pidgin starts.

Note: if "Show -> Empty Groups" is ticked (means that empty groups don't
disappear from the buddy list) - the "Show when offline" works as
expected and marked off-line buddies are visible in the list.
