Yes, AFAIK, crh.po is also a required file for the patch to be complete, 
otherwise crh would need to be taken out of configure.in, and why would we want 
to do that if it can be released instead. 
The .po files apparently are compiled by the full build of xkeyboard-config, 
which contains all .po files, and afterwards pulled into lang-specific packs 
for installation by the user, e.g. into:
/usr/share/locale-langpack/<locale/>/LC_MESSAGES/xkeyboard-config.mo

I haven't tried patching using the debdiff attached yet, but assuming it's 
based on my main patch, Bhavani's 1st debdiff is probably what is needed to get 
this into jaunty:

My only suggestion in that case would be to make the changelog comment a bit 
clearer, e.g.:
* Add patch for Crimean Tatar (Crimean Turkish) keyboard layouts. Thanks to 
Resat SABIQ
