Public bug reported:

Xubuntu 8.10 upgraded to 9.04.  x86_64 laptop, latest upgrades every day
or two.

XFCE's menu suddenly started making noises; which is very annoying when
you're listening to music or watching a video, or even just trying to
enjoy silence (though there are other workarounds if that's the case).

None of the options in the menu seem to relate at -all- to configuring
it.

Removing ubuntu-sounds via a package manager results in the menu
freezing and then crashing when the sound files it uses aren't there (a
very bad default).
