What version of screen are you running?
$ dpkg -l | grep "screen.*terminal"
On all of my Ubuntu installations (Hardy, Intrepid, Jaunty),
/var/run/screen/ is 775, owned by root:utmp.
It seems to have been packaged that way for a very long time now...
