Because that's the way it is done. There is no need to do the same thing twice (packaging work). We regularly sync/merge packages from Debian, so in this way we minimize the diff between our and Debian's version. It is possible afterwards to update the package to 1.1.4, until Feature freeze (which is on February 19th, if I remember correctly). So, the main point is that we tend not to differ a lot, if we really don't need to. I hope this answer clarifies the situation a bit.
