Wow, old bug. (Shouldn't have been marked as a wishlist either)
Anyway, Ark was probably wanting some kio slaves that lived in
kdebase-kio-plugins. In KDE4, however, the required kio slaves are included in
kdelibs itself, so this shouldn't be an issue anymore in Intrepid or onwards.
