Same problem here on 8.10. However i would like to note that the readme file at: "/usr/share/doc/vsftpd/README.Debian", lines 16-18
=> Anonymous FTP by default uses the home diretory and privileges of the "ftp" user for its root directory. Installing the vsftpd package for the first time will create this user. <= hints that creation of this directory is intended behavior. (removing the directory "/home/ftp" breaks the ftp).
