Same problem here on 8.10.

However i would like to note that the readme file at:
"/usr/share/doc/vsftpd/README.Debian", lines 16-18

Anonymous FTP by default uses the home diretory and privileges of the "ftp"
user for its root directory.  Installing the vsftpd package for the first
time will create this user.

hints that creation of this directory is intended behavior.
(removing the  directory "/home/ftp" breaks the ftp).

So probably an reporting error in the apt package.
