Apparently, this is now fixed in jaunty:
$ sudo hdparm -tT /dev/sda
/dev/sda:
Timing cached reads: 902 MB in 2.00 seconds = 450.42 MB/sec
Timing buffered disk reads: 126 MB in 3.00 seconds = 41.98 MB/sec
