As best as I can determine, the problem occurs when I start with a text
document that I subsequently save as HTML. For example, launch OO, start
to create the document using the Untitled1 document that is displayed,
and subsequently save it as HTML.  The 'View source' option is not
available during document creation, or subsequently if I open it through
File → Recent Documents. When I open it this way, it opens in Print
Layout, not Web Layout (even if I last saved it that way).

If I browse to the document (File → Open → ...), it opens correctly in
Web Layout, and the menu item is available.

The problem does not occur if I tell OO that I want to create an HTML
document from the start (File → New → HTML Document). In these
circumstances, everything works as I expect.
