Public bug reported:

On Kubuntu Jaunty x64, my laptop will not connect to a wireless network
automatically unless the network cable was plugged in when the system
was started. I have confirmed this bug with both knetworkmanager and
plasmoid-networkmanager, so it appears to be a bug in network-manager
itself. If it matters, my wired network card is a Broadcom 4401 using
the b44 driver.

** Affects: network-manager (Ubuntu)
     Importance: Undecided
         Status: New
