Nick, update-mnager has no external bugtracker, so the upstream task makes no sense in this case. In general bugs should be filed against an Ubuntu package, since not every bug is actually related to a problem with the source code, but to the way Ubuntu packaged the source code. If we have enough information on the bug and we are sure that it is not Ubuntu's fault, we usually add the upstream task and forward the bug to the external bugtracker of the software...and imagine a busy developer figuring out that the bug he is working on is caused by Ubuntu ;)
