bug #217936 is indeed similar, but not the same. That bug is a request for a way to delay the upgrade until a later time, *before* it even starts. This bug (155248) is a request for a way to pause or otherwise stop the upgrade and be able to continue without having to download the various files required in order to do a dist-upgrade over again. The feature would allow people who have a bad connection to pause the upgrade until they can reconnect to the network or give their router time to recover (cool down).
