Even though packages in Ubuntu do not have a maintainer like in Debian, when someone knows the package and/or knows upstream and/or actually does the maintainance, people usually ask him before touching the package.
In this case, I used to maintain this package in Ubuntu while Debian couldn't maintain it, and since it's maintained in Debian I'm the co- maintainer there. Just check debian/changelog, you'll see my name in many places. See debian/control, my name is there as well. And with my @ubuntu.com email address, so you could guess that I'm an Ubuntu guy. Check the bug reports (open and closed), I touched almost all of them. That's why you should have contacted me. Also in debian/control, you'd have found a link to the Debian git repository: http://git.debian.org/?p=collab-maint/filezilla.git. There you can see I made changes a few hours ago for fixing this bug (the bug report "please update FZ" we're talking in). As far as I can see, there is no major problem in the debdiff you provide (though things are missing comparing to what is going to be uploaded to Debian), but it's just a waste of time for this package. Work is done in Debian.
