Public bug reported:

Binary package hint: firefox-3.0

When scrolling up (doesn't happen when I scroll down) just one tick of
the scroll wheel, firefox scrolls either back or forward just one page.
If it scrolled backward, the next time it scrolls forward. If it
scrolled forward, the next time it scrolls backward.

This is completely annoying as I like my scroll wheel and use it all the
time to scroll whatever page I'm viewing either up or down. I don't care
to ever use my scroll wheel to scroll through my browsing history.

I've seen this behavior in Windows, but I'm using Ubuntu Linux.

Please fix this bug. Thanks.
