I don't think it's a regression, but it's not possible to use a custom
mirror with numbers in it (such as http://ntuoss1.uni.cx/ubuntu ) for
the dist-upgrade process (unless manually running apt-get dist-upgrade)
without jumping through a whole lot of hoops, such as messing around
with /etc/hosts entries, and if need be, using Apache with mod_proxy.

Also the Software Sources tool marks it as a 3rd-party mirror, and
unchecks every entry in the "Ubuntu Software" section.
