Public bug reported:

tftpd does not support 'tsize'. This causes problems with various tftp clients,
especially regarding netbooting - not just pxe boot clients, but other non pxe
devices such as efi intel based macs while network booting.

The lack of debugging information from clients trying to boot via tftp this 
early
in the boot process makes investigation difficult - essentially trial and error.

The package description does state tftpd does not support pxe clients,
however, tsize requirement is not limited to just pxe clients.

I'd suggest at least changing the wording on the package
description to something more complete, for example:

"Warning: Does not support 'tsize', which is required by some tftp clients,
especially PXE, and various other network boot clients. For those, use atftpd
or tftpd-hpa."

I'm aware that the tftpd package may conform to RFC783, which does not
include tsize. However tsize seems to be a requirement for enough things
that it would be good if the default tftpd package did implement tsize, either
by adding it to the current implementation, or by promoting tftpd-hpa or
atftpd, or renaming package 'tftpd' to something like 'tftpd-original'.
