This is most likely not a bug in bash, but rather in the video driver, which doesn't allow switching between X and the consoles. Can you supply information on your brand of graphics hardware and the drivers used? Please then mark this as a bug against the relevant xserver-xorg package, and mark it as invalid for bash. Thanks.
