Public bug reported:

This is for the Toshiba R100 laptop, with a British keyboard.

Basically the problem is that on new bootup, the general keys on the
keyboard work (specifically the letters) however all the rest of the
keys (apstrophe's, commas etc) all give some different letters instead
(with apostrophes on the top of the letters).

When I go to the keyboard preferences and change the keyboard model to
something else (like generic keyboard international) it sorts out the
problem, however I have to do this every time I log in if I want to use
the keyboard with all the buttons.
