Binary package hint: network-manager
This is my situation:
$ iwlist eth1 scan
.....
Quality=33/100 Signal level=-84 dBm
.....
network manager shows 1/3 of bar (because quality is 33/100) but it never
happens that I can connect to a wireless AP if the signal level is lower than
-80dBm. In my opinion Network manager should consider it and should fill 0~1%
of the bar instead of 30%.
