Binary package hint: transmission
When I put a Bandwidth-limit in Edit -> Options -> Network, Transmission just
takes the limit and uses 10-20 kb/s more than I said. E.g. when I say "Limit to
40 kb/s upload", Transmission tells me he would use up to 60 kb/s for upload.
Maybe this bug is related with #312271.
