I appreciate your feedback.

It appears to me the only sensible way to proceed is downstream-first: 
First of all, 1.6 won't make it into Ubuntu for another 9 months, thus upstream 
doesn't make a difference right now. I probably shouldn't even have gone that 
route, after i missed 1.5 cut-off.
Secondly, i trust in your objectivity, and that we'll resolve this much more 
amicably here, and i don't really have any time to spend on non amicable stuff 
in the near future, with various deadlines approaching. 

The patch isn't really that big: probably about 95% of it is .po file. I
don't know if it matters that much, but if it makes a crucial
difference, .po file can be taken out for now: i could provide separate
patches, and thus make .po separable.

What i'm attaching below is a slight cleanup of the 1st patch: 
1. keyboard layouts under bg and pl are taken out, at least for the foreseeable 
future, because communities there are relatively small. 
2. group names under symbols now match descriptions in base.xml.in. I don't 
know if it would make any difference if they didn't match, as in distros i've 
used the values are taken from base.xml, but now they match.

I can make other changes and submit updated patches. I can also update
Bhavani's latest debdiff later today or tomorrow. It was very kind of
him to convert my generic patches to debdiffs.

P.S. I would even prefer having a single crh file containing all the
keyboard layouts for the language, but i didn't go that route so far
because it appears to be an exception rather than the rule: used for
Arabic, and Latin American layouts.
