Public bug reported:

Using the default theme Dark Room for Ubuntu 8.10 Intrepid Ibex.
When a window is not maximized and the cursor is hovering over the minimize, 
restore or close buttons in the title bar, the alternate text displaying the 
action of the button shows (i.e. "Minimize", "Maximize", "Close"). At this 
point, the title bar may blank out along with the images for the buttons, but 
their functionality remains. Moving the mouse cursor over or off the title bar 
and back may restore the title bar and the button graphics.

It seems to be the speed at which you move your mouse off the buttons.
