So why does not the shutdown sequence wait for .xsession to finish? It
did in Ubuntu 8.04.

Is there any other way for a user to run stuff at logout AND shutdown?

I know you can fiddle with /etc/rc2.d stuff, but that's complicated and
requires root access.
