I had this issue when trying to run a .deb package w/Firefox 3.0.6 on
Ubuntu Hardy.  I found the menu indicated by matt71269 in a different
location:  edit/preferences/applications.  There you can find your file
type on the left column and make the appropriate change in the
"pulldown" menu corresponding to it on the right.  (I switched to
"always ask" for this application.  When I tried to run it again, I
finally was given the option to save the file instead of trying to run
it with a no longer existent helper app.)
