@Tim -- Its not obvious whether the warn_reboot is mean to actually control whether you are recommended to reboot. The comment on the variable in those scripts says its whether you wanted to be warned specifically about installing the same version of the kernel. ie. if you have just lost the modules which match the kernel you are running. Now admittedly we do not use that variable anywhere. Indeed looking back we cirtainly have not used it since at least gutsy.
Any time we install a kernel we want to be recommending people to update. We gave them a new kernel for a reason, its not clear one would want to be told not to.
