I would say you can build it if you want.
Download and extract upstream sources. Then:
> ls
libnb-platform-java-6.5 libnb-platform-java_6.5-0ubuntu1.diff.gz
> cd libnb-platform-java-6.5
> gunzip -c ../libnb-platform-java_6.5-0ubuntu1.diff.gz | patch -p1
("debian" dir will appear in libnb-platform-java-6.5 folder)
> debuild -S
You'll get .dsc file.
